		<description>Actually, Congress has nothing to do with elections held within a State, not even the General Election.  Primaries are just that;  primaries arranged by each Party.  And the General Election is handled by the Electoral College in each state;  hence, some states send delegates based on the vote, while other states send ALL the delegates for the overall winner.</description>
