I was wondering that myself… maybe he’s going to be more deferential to Congress than Rehnquist was!
No, I think it’s a thinly veiled smear at the White House, secretly admitting that Bush and his administration have abdicated their last ounce of credibility and that Congress is now in charge.
Either that or he was nervous.
Nervous like a fox!
